The best way to tell the LCD's video quality is to spend some time and read
reviews in computer magazines. A little research goes a long way.

Dead pixels. Paint the whole screen red and carefully look for any
black or white spots. Then do the same with an all-green screen and
then an all-blue one. Even one dead pixel is too many.

Buy only from stores that give 100% cash refunds, and don't accept any
baloney that it's OK if N pixels are bad (even some warranties are
written so that < N bad pixels isn't considered a defect)..
How to find out which LCD has the best image quality?

Consumer Reports (some libraries have it online for free),
XbitLabs.com, any websites that do real reviews and not just quick
once-overs (check their power supply reviews -- if they don't measure
amps, they're not careful with their testing for any products),
PCworld.com, PCmagazine.com, Cnet.com. Have you even Googled for "LCD
monitor reviews"? If you play games, look for a pixel response time of
no more than about 4-8 ms because cheap LCDs can be rated for > 15ms
and make fast-changing images look blurry. Really cheap LCDs may have
only analog input, but why bother when 19" LCDs with both analog and
digital inputs cost as little as $170?. Watch the native resolution
because LCDs look kind of raggedy when operated at other resolutions
(can be really annoying with photo editing and text). Some cheapos
have wierd native resolutions, like 1440 x 900, which graphics cards
may not suport. You want a native resolution that's normal, like
1280x1024, 1920x1280, etc.

If you don't want to spend much, Fry's has been closing out 21"
refurbished CRTs for $125, and 19" CRTs are widely available for free
from people who want to avoid toxic waste disposal fees
(CraigsList.com). In the past several months I've found five 19" CRTs
sitting next to the sidewalk, and all were in very good shape.

Far better to go to a store and see them in person.
Reviews tend to emphasize minor differences and seldom
relative value assessments that could correspond to some
other (person's) needs.

If they have sevral of them side by side playing a movie, which ever
one reveals the greatest number of facial blemishes of the actors.
