Buttons and Menus do not work

Here's what I did. Installed, set up accounts, try to send mail or reply,
everything works. Unloaded Outlook, next time I started, it has no toolbars
or menus. Resizing the window brings them back. If I click on "Reply" while
in the Inbox, new form pops up, and looks like you can reply, but when you
press the send button, or select send from the file menu, nothing happens.
Next open a message. None of the menu options or toolbar buttons work. You
can only close by pressing the X., can't even do it from the menus. Try
compose a new message, same thing. Help!

Open Outlook, then choose Detect & Repair from the Help
drop down menu. Have your installation CD ready.
If this doesn't solve the problem, try removing spyware.
Microsoft now has a Beta version of the rebranded Giant
AntiSpyware program.

I've done the repair. It makes no difference. I routinely check for spyware
with several different tools. Any other suggestions?
