Bootable Floppy with CD-ROM driver

In the old days, I could make a bootable floppy with SYS
and copy a portion of the config.sys and autoexec.bat. I
don't know how to make a stand-alone bootable floppy that
contains the driver for my CD-ROM. I want to boot from
the CD_ROM, but the drivers for the hardware are not
loaded. I tried the emergency disk creation, but that
floppy is not bootable and probably won't wake up the CD-
ROM. What am I doing wrong?

Greetings --

Simply boot from the Win2K installation CD. All legitimate Win2K
retail CDs are bootable. You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.
