Bars on secondary axis are on top of primary axis bars

Hello - any help on this would be appreciated:

Scenario:
I am trying to create a bar chart with a secondary axis.
One axis needs to show number of employees and the other
needs to show cost per employee. The bars that match up
to 'number of employees' actually have to be stacked bars
showing a further level of detail.

Problem:
I can create the chart fine, however it 'overlays' all
the columns on top of each other for each set of results.
I have tried playing around with the 'overlap' and 'gap
width' settings but I'm sure there must be an easier way??
