attachment greyed out and can't open

In Outlook, when I receive an email with an attachment,
the attachment is greyed out and it says that OE has
blocked the attachment. Is there a security checkbox or
something that can be reset so I can receive my
attachments?

open outlook express and select tools | options | security tab. uncheck the
second box from the top concerning attachments.
