Attached file - How to reduce size?

Using Windows XP its easy to have attached picture file size reduced :-
Start/My Pictures/highlight pic/right click/send to/mail recipient/click
make all my pictures smaller/ok/.....THEN complete mail to and write message
and send as usual...

....but say a message is prepared ready for sending using Microsoft Outlook
Express, is there an easy way of THEN attaching a picture that is of
similarly reduced file size?

Download image resizer here then you can right click on an image in any
folder to resize.
