App very slow under User Account

Hello,

We have a customer who works under Win2000TS. When he runs an app under a
Administrator account, this works very well.
But as soon as he works the same app under a user profile, it's very slow
(several minutes).
He works with TSWeb.

The User account seems a classic one with non rights on C drive.

If anyone have an idea about this problem ??

What's sort of right does this account have on C drive?
Is this account using roaming profile?

I would go get filemon from www.sysinternals.com and run
it as an admin while a normal user tries to start this
slow program. Filemon should give you a good idea of what
files are being accessed by the program and if the
permissions on those files are incorrect.
