XP has its own. shutdown.exe
Open a command prompt window and type "shutdown /?" for parameters.

You may use scheduled tasks and incorporate automatic shutdown at a certain
time.

Reboot:
%windir%\System32\shutdown.exe -r -t 0

Shutdown:
%windir%\System32\shutdown.exe -s -t 0
