have an unfortunate problem where i assumed that by turning this option off
when downloading a file then clicking on save would mean that it would
aslways take me straight to a save file dialogue rather then the open
dialogue which is it doing to me now. is there anyway i can reset this option
so i can get a choice of saving or opening the file?

Yes there is:
Folder options> File Types is what you're looking for.
The path to Folder Options may vary according to your operating system. The
possible paths are:

Explorer - View - Folder Options - File Types
Explorer -Tools - Folder Options - FileTypes
Start - Settings - Folder Options - File Types
Start - Settings - Control Panel - Folder options - File Types

Once there, scroll down to the .zip file (or whatever other type of download
file that you would like the save option dialogue box to appear for)
Highlight it (select) >edit (or advanced) button> and check the box for
"Confirm open after download"> OK> OK out.
