Allow non-admin user to log off existing locked session

I'm trying to avoid the usage of "community users" within certain
departments. I'm looking to create a policy that would allow
non-administrator users the ability to log off other non-administrators who
have left and have a locked screen. I really don't want to give the users
administrator access on the computers. Also, I'm also looking to apply this
to a restricted set of computers - not all computers in the domain.

Any guidance on this would be appreciated.

Don't have a full solution, but one answer would be a screensaver which
accepts its own password instead of the user's.

Being an administrator isn't a good solution anyway, as all an admin can do
is forcibly close the session, resulting in loss of data if unsaved files
were open. (and there is no way of telling if files were open either)
