The default user is the profile which is used whenever a user logs on which
hasn't got either a local profile or a roaming one.
'All users' are generally options which will apply to all users on that
specific PC. I often set up a basic user as I want and then copy that users
settings to 'default user'. whenever you then log in a new user for the
first time they have most of the settings already configured.
