Windows 7 all programs missing from the start menu

I am running windows 7rc 7100 for few months but today
I went to the start menu after I restarted the computer, to find that all of my program files were empty, then I ran the system restore and restarted my computer. After the system restart there were no program folders in my start menu, but all the programs were still present in the program files folder on my hard drive.

What has gone wrong and how do I fix?
