Administrator "Restrictions on this Computer"

I get a lot of "Pop-Up" Ads and lately my initial Web Page
was changed (Porno ads) and trying to change the Internet
Options I get the message above and it prevents me from
regaining control of my computer. I have tried
eliminating all cookies, I eliminated most "www.xxxx" from
the Registry, I eliminated all items
with "Girls"/"Sex"/"Adult"/ etc... from the registry.

The actions taken have not cleared the problem. It
appears that a program has been injected in my system
that "revives" the trash over & over again.

Please help. I would like to avoid re-formating and also
i"m afraid that even then, the problem may be attached to
a program that I may want to keep and that would be a
failure also.

I sincerely thank you for any help.

Get SpyBot available from
http://tomcoyote.org/SPYBOT/ and update the reference files
through their Online update function. Run them and select all items and
remove.
You may have to reboot and rerun a couple of times to completely remove
them.
Also run the Immunize function to
prevent these nasties from installing again.

Get SpywareBlaster to stop these nasties.

Update the reference file through the online update function.
