Active desktop and Control Panel

All of a sudden my desktop has changed. I go to Control Panel and I cannot
use any of the options, the one that is chosen is NONE and I cannot click on
any others and all the ones I had previously put there are gone. Also, all
the items in the menu bar at the bottom of the screen are gone.

Any suggestions how to fix this would be appreciated.

I need to be a bit more specific. In Control Panel I am looking at the
Display item, Background, this is the one that is not working and does not
allow me to make any changes. Absolutely nothing in the Background is
accessable.
