account lockout option stuck???

I've just noticed somthing weird.

Normally when a user is logged in their account "account is locked
out" option is disable, only when they're logged off can this option
be disabled or enabled. but right now everyone in my domain,, upwards
of 400 accounts have that option disabled, certainly all these
accounts are not actually logged in. Whats the deal here??

As far as I know, you can never lock out an account manually, logged in or
not.
An account can be locked out automatically, when a user types a wrong
password so many times.
You can disable though.
