access rights to be able to run VB editor in Excel

Hello to All,

We recently changed the access rights for users on their local box. They
were local admins before but now they only have Power Users access rights.
Upon implementing this change, they are unable to run or execute the VB
editor within Excel or Word. Does anyone know where the rights need to be
given as far as folder access rights on the local box in order for them to
run this utility? Thanks for any help/advice.

Normal users can use VBA just fine, your issue is more likely an office
policy thing I'd have thought.
Unless you have a very unusual registry/file permission set up.
