Access 2007 - Runtime - A potential security concern Security Noti

I am upgrading my product to 2007;

my customers use the runtime and have multiple user logins (cashiers)

it seems that the front-end .adde needs to be in the "users" directory..
and each login will need to install the product..

when it i move the file to an area that accessible to any user on the
computer the security notice pops up..

Question: Is this by design and is there a work-around to this?

Install it to all users or public (XP or Vista) and make sure you sign the
code. Each user must accept you as a safe publisher and then it will run
fine. Look up security on Microsoft site to solve the problem if you don't
understand signing your code. You can also install it to a trusted location
but then all users must mark it as a trusted location or you will have to
set up a policy.
