XP User Accounts->"The system cannot find the file specified."

Very broken behavior on this WinXP Home SP2 box. When I try and install a HP
printer driver, it tells me I'm not an administrator and must be in order to
install the driver. I go to look at the User Accounts in Control Panel (in
safe mode, as the administrator account) and it says in a little popup
window, "The system cannot find the file specified." Click ok, the User
Accounts window is completely empty. The only controls it has are the
navigation buttons (Forward, Back, Home).

The original reason for my working on this PC was to install the printer,
but it looks like it's turning into something totally other. Any input is
appreciated.
