XP Pro Start bar problem - Please HELP!!

I am running XP Pro but have hit a problem. Now when I click on Start
the menu opens normally. When I click on 'All Programs' however,
nothing happens. The list refuses to open, even though the shortcut
files are definately there.

ALso, I can no longer right-click on the start button to access its
properties. I have tried a System Restore but XP will not let me
Restore to my last Restore Point.

Any help would be appreciated,
