Yes, that's correct.
W2K Pro and XP Pro clients receive a free TS CAL from the built-in
pool of licenses on the TS Licensing Server.
So you still need an activated TS Licensing Server, but you don't
have to buy TS CALs for these clients.
Note that the above only applies if your TS runs W2K. Should you
update your TS to 2003, then you must buy a TS CAL for *all*
clients.
