XP automatically dialing Internet Connection

This is done through the Internet Control Panel.

Click on the Start menu, go to Settings, Control Panel
(or in some cases, straight to Control Panel. Open
the "Internet" control panel. Now, click on
the "Connections" tab. One of the options is "Never dial
a connection". Select that, then click 'OK'.

That should do it!
