Wrong language installed

A friend (really, I didn't do this!) tells me his newly
installed Windows 2K (upgraded from 98) system is now
speaking to him in German!

Everything I read says about multi-language support
describes it from the standpoint of keyboard interface,
etc., and not the language in which Windows communicates.
Reference is made to having to have dual boot systems to
have multiple languages.

Is there a way to do a reinstall to get this back to
English? Can I change registry values, then reinstall?

Any assistance is appreciated!

Did he install a locale specific version of the OS?

I thought this was not possible without a different language copy of Win2K
or Language packs. I would really love to learn how your friend did this, I
would like a copy of Windows in Spanish myself!
