Work on-line automatically when going to a website

I'm using WinXP-Home Edition and Internet Explorer
6.0.2600, on a dial-up internet connection. No matter how
I start to surf the web, if the 'work offline' item under
the File menu in Internet Explorer is checked, I get a box
on-screen telling me the selected webpage is not available
offline and to view it I should click on 'connect'. I get
this message even if I first connect to the internet
before opening Internet Explorer and going to a website.
It seems that if I work offline with saved webpages
between on-line sessions of Internet Explorer, the 'work
offline' item will be checked and the on-screen message
then will come up. I want to eliminate that message, and
have Internet Explorer connect to the internet and go to
the indicated website without my having to click on the
connect button and without my having to uncheck the 'work
offline' file menu item in IE. How can I accomplish
this? Thanks for the help.
