Wn2k Server Can't Receive Fax after install MS Security Update

I'm using Win2K Server(Standard Version) build-in Fax Service for receiving
Fax(only fax-in). Last year Noveber install 3 of MS security update then the
Fax service never succeed to receive Fax anymore(an reception error after
received first page of fax).

I did several methods to fix it but did not succeed. See below items -
1. Uninstall the Security Update KB828749, Q329115 can't find in "Add and
Remove Program", KB820888 just for IE.
2. Use the "Last Known Good Configuration" to reboot the Server.
3. Remove and reinstall fax service.
4. Replace to another brand modem.

Event View log error code : 8218
An error was encountered while receiving a fax. Please wait a minute and
have the sender try again. If difficulties persist, please check that the
following items are working : Phone line, Sending Fax Device and Receiving
Fax device. If problems persist, contact product support.



Anyone have idea to solve the problem?
