WinVerifyTrust and admin policy error

I'm using WinVerifyTrust and the code posted in your example. Mostly it
works, but on some machines I'm getting back the error that the UI as
disabled in dwUIChoice or the admin policy has disabled user trust.

What exactly is causing this, and what do I tell people to change on their
machines to eliminate this problem?
