Schenario: I have 2 subnets, one with WINS server and clientes and other just with wins clients
Where do I have to install WINS PROXY to all clients computer reach the WINS server ?

WINS Proxy is only used for clients that do not support a configuration for
WINS. These are typically non MS operating systems.

What OSs are you running?

I have a mix of Windows 2000 and Windows 98 clients

Windows 2000, NT and 9x support WINS and can query a WINS server as long as the router allows WINS traffic between both segments.

Take a look at the following KB for more information on WINS PROXY:

WINS could not start due to a missing or corrupt database.Restore the database using WINS Manager (or winscl.exe found in the Windows 2000 Resource Kit) and restart WINS.
