First of all, it is not "a problem" it is how Vista works and there is no
need to "fix" it. Prior to each update, and prior to each new program
install, for instance, it makes a restore point that will allow you to go
back if things don't work well, The restore points accumulate to a degree,
and then they begin overwriting. It also makes indexes of your files to
speed up searching the huge hard drives of today. There are other activities
as well. It just how it works.
Don't worry about it! The first time your system misbehaves because of a
software install that goes bad, and you restore it using one of these
restore points, you'll be awfully glad it's there.
