I think my windows mail program might have gotten corrupted. Is there any
way to reload it without using live mail?

Also, I have a group of email addresses in my window contacts and I would
like to group them together under one heading. Can that be done?

What makes you think your Windows Mail is corrupted?
If you describe the symptoms, we may know an easier fix.

See the tutorial for using groups with contacts:

Also, can I have about 15-20 addresses that I would like to send bulk
without having to click on each name to enterit in the "To" section. Can
this be done.

That type of problem is usually caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.
