Windows Mail 6.0 on Vista 32 bit Toshiba notebook

When I try to create a new message Windows Mail closes and then re-opens.
Incoming mail works OK, but I cant send mail.

Sounds like your Windows Mail is corrupted.
The easiest fix for that is to upgrade to Windows Live Mail:
