Windows Installer and Safe Mode

's Computer Specifications

In previous versions of Windows it was possible to remove programs using
Add/Remove programs in Safe Mode. In XP Pro this seems no longer
possible and trying to start the Installer service fails saying it can't
run in Safe Mode. Is there a work-around for this? Is it an XP issue or
a Windows Installer issue?

Not to be a nag but it's been over a couple of days and I usually get
responses within a day here. No one has any ideas about this?
