Windows 2000 server upgrade problem

Hi All,

our company network is going to upgrade from NT4.0 to wins 2000. Also will
install the AD and exchange 2000.
We have 3 offices at different location which are located at USA, HK and
China. Between 3 office we have the frame relay
lines linked up. Each office has it own domain name like USA ( ABC.com ) HK
( ABC.com.hk) and China (ABC.com.cn).
All our office's email addresses are base on their domain name. We want to
keep the email addresses without any change.
Also we want to centralize the control at HK office.

Which way is the best for this situation? Single forest with multi-domains?
Multi-forest?
