No, I don't know why, but I suspect a hardware problem. W2K uses the onboard
clock to find the time. When you manually set the time, you change the
counter used by the onboard clock. So reversion to 12/31/2099 at intervals
suggests that the counter has changed. A technician can find out if there is
a hardware problem.
If it is a software problem, the time-calculation routine used by W2K has an
error in it, it may be something such as overflowing a buffer. If so, it's an
error that developed after installation, so a "repair installation" may fix
it.
