Win2K SP4 PC says "out of paper" even after printer is refilled

I am having an issue with some of our PC's that connect to HP printers.
We are in a Netware environment but due to router and switch upgrades we
needed to switch everything over to IP printing.
We don't have any print servers anymore so I have setup all PC's to do
direct IP printing through the Standard IP Port.

The problem is that when a PC is printing to the HP4100 printers and it
runs out of paper the printer queue on that PC is tagged with "out of
paper" and it won't print.
Even when the printer is refilled and try to reprint it still thinks
it's out of paper.
Everyone else can print to that printer fine except the person who
happened to be printing when it ran out of paper.
It's like the printer is not talking to that particular PC that it's
paper has been refreshed and it's available to print. It will eventually
clear the error and resume printing but it could take 30-45 minutes.
As we have a mix of Win2K and WinXP it seems to happen more to the Win2K
users... not entirely sure though.

Any ideas?

The ones with the issue were on Standard TCP/IP port. Which in my
research most people say it should be set to.
