Win2k Server - Licenses Problem

Hi,
We have an Win2k Server with 20 Licenses "Per Server Mode"
and 12 users (on 12 PC's). But 1-2 times per week the server
refused access to the shared resources or local login with the message:
The server has exceeded the maximum number of allowed connections.

What's the reason?
