Win2003 Can't boot into Dsrepair mode

Hi, our server hangs when booting into dsepair mode, the text shows "Applying
Computer Settings..."

Don't know how to troubleshoot this, we've looked at lots but are right now
clueless. Any pointers to guidance would be nice. The server has run good for
a number of years. SP1 has been applied.
