Win 2003 domain time setup

Hi,
What is the easist way to setup time synchronization in a Win2003 AD single
domain? I have 5 DC's several 2003 member servers, and the clients are a mix
of XP, 2000, and 98. I would prefer not to use group policy.....Should I use
w32tm for the servers? Net time for the workstations? There seems to be much
info out there on this and I am not sure which way to go.
