Given that Access 2007 is still in Beta, you can't currently purchase it.

I haven't seen details of how the Access Developer Edition will be packaged
for Access 2007 yet (the ADE typically comes out a month or two after the
"normal" edition), but I suspect it'll continue to be packaged with Visual
Studio Tools for Office.

At present, I believe Office 2007 is scheduled for release in January, 2007.
Once it comes out, then you can look to purchase it.
