W2kPro not accepting incoming connection

I have a Win2KPro Workstation at home connected to the Net via an ADSL
connection. I enabled Incoming Connections and enabled a user to connect via
PPTP. The connection intent from the external user fails, getting an invalid
login sign. The System Event of the receiving box shows event ID 20189 -
error authenticating - Reason: actual configuration only admits LOCAL user
accounts.

How do I enable EXTERNAL user account?. Microsoft article 266460 says you
have to enable this in the Routing and remote access administrative tool,
but I can't find it. It seems this tool is supplied with the W2K Server

Any clue will be welcome. It seems weird to have the possibility of enbling
incoming connections and not been able to actually using them.
