Vsync problem. ATI All-in-Wonder 9600 XT

I have never been able to get the windows to not "tare" when I drag them. Is this a V-Sync problem?
I owed a Radeon 9000 Pro and I had the same problem. I just want to have smooth window dragging. Thanks
