Vista not reading my Dual Core CPU Capacity Correctly??

      9th Aug 2007
I upgraded my processor to an AMD Opteron 2.2Ghz Dual Core processor. For
some reason windows vista is reading that my CPU usage is at 75% to 90%
capacity for both cores at rest. Things seem to be moving too fast for that
to be true but things also do seem a little bit slow. Is there any way to
fix this so Vista can read my processor usage correctly?

Have you looked to see what is using the CPU?

yes, and thats the strange thing nothing is really sucking up the
processor. I have noticed the more i play around with it that things are a
LOT slower then they should be but not as slow as it would be if the usage
was really at 80% so i am realyl getting more and more confused as this goes
on, someone please help me out, or point me in the direction of a place that
can help me out.
