Is this a Virus or the Like?

I'm running Windows XP and have acquired some sort of malicious program with
the
following symptoms:

McAfee can't complete a virus scan, and McAfee Stinger can't complete a
scan.
I can't open Spybot-Search and destroy.
I can't get to an access point earlier than a date when I first noticed the
symptoms.

Also, at start-up, when the screen is still black, a "picket fence"
(vertical white stripes about an inch tall with black spaces in between)
appears near the bottom of the screen, which then becomes a solid horizontal
white line and then disappears.

Any help would be appreciated.

If you can boot into safe mode with networking, do that and then
download Kaspersky's AvpTool:
http://devbuilds.kaspersky-labs.com/devbuilds/AVPTool/
Let it scan your system partition.

This could be data corruption on the hard disk and NOT malware related.

Just because McAfee utility scans can not complete is not an indicator of malware. The
idea that the can't be used at all would be an indicator.

As for the startup, that's a histogram of OS loading completion and is realatively normal
and only shows the OS isn't displaying a splash screen.

I suggest you perform a COMPLETE Check Disk (CHKDSK) either by command line or GUI, dump
excess files like that in the TIF and in TEMP folders and completely defrag the hard disk.
If the Check Disk or Defrag fail, then you may need a manufacturer disk diagnostic as that
may indicate a failing hard drive.

Then try another full anti virus scan.
