In the client Fax Console, you can see only the faxes you own [ie sent].
Since for an incoming fax there is no ownership - you either get to see all
of them or none of them as governed by a setting. The default value is to
see none of them. If you want change the setting to view all of them.
On the server, launch the Fax Service Manager. Goto local Fax properties,
goto Security, choose Everyone, click Advanced, choose Everyone, click on
Edit and turn on the View incoming messages archive. This should enable the
scenario.
