There is one, but it also affects program shortcuts in the All Users\Start Menu folder, as well.
Click Start, Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Look in the right pane for the value NoCommonGroups. If it exists, double click it and set its value to 1. If it doesn't exist, right click in a blank area of the right pane, select New, DWord value and name it NoCommonGroups. Change the value to 1.
Log off and log back on to the account you just modified.
