You can give him a new profile by deleting his current
profile, which is most likely stored in the documents and
settings folder on your C drive. This may not exist,
since you said that it was being deleted at logoff, and in
this case, you don't need to delete anything.
You said that all other users have a roaming profile, so
where are their profiles stored? I would make sure this
person's account it also looking to a roaming profile
location and that this person's personal files are stored
there as well. Lastly, make sure that his profile (at the
roaming profile location) has a new ntuser.dat file. I
imagine that his settings (causing the profile to be
deleted at logoff) at stored in the ntuser.dat file, so
replacing this file should fix things up.
