It retains all kinds of information, but generally deleting the device
from Device Management is sufficient. On the other hand, disabling the USB
controller will only hide the device, not delete it. You should leave the
controller enabled, delete the device, and then click on "Scan for Hardware
Changes" and let it re-detect the device.
If this still doesn't work, it sounds like either messed up .INF files
or failed hardware.
