upper case - lower case issues - dropdown box is case sensitive???

my form as a drop down box that is linked to a table with data that is
stored in the following format:

Toronto ON
Chicago IL

* note the First letter is Uppercase and the rest of the city is
lower case and the state code is uppercase

the problem i'm having is when the user has his keyboard with the caps
lock selected my dropdown box seems to get confused

user trys to enter: TORONTO but drown box comes back with "ToRamasina
Madagascar "after the user gets to TOR.

It looks like the dropdown box is case sensitive. Is there a way to
not make it case sensitive?
