unInstallShield blocking download

I am attempting to install a program and the unInstallShield is showing as
turned on and will not let me load program. How do I shut this off so that I
can load program?

Hi, Gary.

Which is it? Your subject line says it is "blocking download". Your
message says your are trying "to install a program". And that it won't let
you "load program".

What program is it? And are you trying to download it from the Internet?
Or to install it from your HD after downloading it successfully? Or to
install it from a CD-ROM? Is this the first install of this program, or are
you trying to update or replace a prior installation of it?
