UNICODE character set for Vietnamese

I need to export Vietnamese data from Access and into comma-delimited text
files, despite using a Vietnamese LocaleID and the UNICODE UTF-8 (65001) font
family.

The data and most user interfaces (forms etc) displays OK, but certain
Access message boxes and Windows Common Controls (e.g. mscomctl.ocx) do not
display special Vietnamese characters - they are replaced by "?" (question
marks). I'm using WinXP SP2 and have tried various version of Office, but
there's no difference.

As far as I can figure out, there is NO language pack for vietnamese, only
proofing tools, that that is not an option.

Any suggestions to what's causing this erratic behaviour (I do not have any
similar problems with e.g. Simplified Chinese).
