Unable to Start Disk Defragment & also unable to Create Restore Po

Hi,
1- when I want to Defrag, I get the mesage: Disk Defragment could not start.
2- when I want to Create a Restore Point I get: System Restore isn't able to
create a restore point. Please restart the computer and then run system
restore again.

Please help me to solve this problem, if you can.

I'm protected by the latest version of Kaspirdky Internet Security and I
didn't have this problem before.

Kaspersky is most likely causing the problem with System Restore:
http://bertk.mvps.org/html/srfail.html

There are also reports that Kaspersky interferes with Disk Defragmenter.
Try running Disk Defragmenter in Safe mode.

The problem in the article relates to the Kaspersky v.6 or 7. But I'm using
the latest build v.8. Besides, I'm using this kaspersky since last few months
without any problem. But this difficulty has just occured.

I can't chekdisk either. When I use the Windows Tool for volume check, I get
an error message: Windows was unable to complete the task. And When I use
windows Start>run with chkdsk command, the error message is: Can't open
volume for direct access.

If you used Western Digital's Data Lifeguard Tools to make and use a backup
image of your hard drive then it often corrupts the System Restore Registry
entry. I had this problem.

They have a fix in the knowledge base: Answer ID# 1231

The information I have provided is what I have gained from research
using Google etc over a number of years and not from using Kaspersky. In
this case I do not think the version of Kasperky matters as the
interference is most likely by design rather than a result of poor
programme design. The approach of a number of security software
providers is primarily directed to providing a secure computing
environment. That their provision interferes with services provided by
the provider of the operating system is not a major consideration for
them. Often they offer a competing product to sell to the user who finds
existing software no longer works. Lack of collaboration between
Microsoft and security and other software providers has always presented
problems for the user of software.

Kaspersky and Microsoft are constantly making changes so whilst you may
not have a problem one day you can find the next day you have. Your
System Restore problem most likely arises because Kaspersky is intent on
preventing unauthorised changes to the Registry. Using System Restore to
go back is not identified by Kaspersky as an authorised change so it
blocks the change. Better software prompts the user to confirm the
change. Spybot S & D does this. System Restore has always given problems
and many users have moved to disk cloning software to circumvent the
problems. Otherwise you need to disable Kaspersky whilst trying to use
System Restore to go back. Of course it does not have to be Kasperky but
can be other security software like a software firewall, except that the
Windows Firewall does not interfere.

Problems running Disk Defragmenter are frequently accompanied by a
similar situation when you try to run chkdsk. You need to resolve the
problem with chkdsk before you will get Disk Defragmenter to work.

The problem you have with chkdsk is that the drive has been locked and
chkdsk cannot open the drive. Have you been trying another disk checking
utility?

I tried the CHKDSK in Safe Mode to no avail. I get the same error message:
Cannot open volume for direct access.
