Trouble seeing schedule free/busy information in Outlook 2003.

Have a user who, when scheduling a meeting, gets "Updating schedule
information. Retrieving free/busy information from the server." on every
invitee. Desktop person on location can reproduce from her desktop. They
are using Outlook 2003 in cache mode. I have Outlook 2007 and I can open the
mailbox in question without incident.
We tried moving the mailbox to a different Exchange server (uses a different
PF server). No change. Desktop person reinstalled Outlook. no change.
We went so far as to exmerge the mailbox to a PST; remove the mailbox;
recreate it. When it was empty, I had desktop open it and go into
scheduling. There were no issues at that point. After importing the data
back into the mailbox, the problem reoccurred.
I am told no one else at that site is reporting the same problem.
Outlook was reinstalled on the user's desktop as well, but this is
reproducable from different desktops. His mailbox is 162Mb and the calendar
is 4221Kb.
